A Paste is to copy the marked segment and insert it into the edited video at the Insert Marker frame.

After a Paste operation, the Insert Marker frame becomes the first frame appended to the end of the inserted segment.

The Paste will operate on the whole segment when the MarkIn is on the first frame and the MarkOut is on the last frame.
